France received an overall score of 91.75 percent for electoral fairness. The score means that Frances constitutional and legislative basis for democracy is exceptional, innovative, and progressive. Unlike Venezuela which legislates fair political content and complete and balanced electoral coverage, France allows for freedom of political expression in the media, but limits the ownership concentration of media in order to encourage political plurality. Also, France has caps on electoral donations and spending, state party subsidies based on popular support, an impartial state media, a ban on commercial political advertisements, citizen right of reply, freedom of assembly and expression, and democratic party registration requirements.
